If you need a system for compiling a WinHelp-like help system on the Macintosh, and then check out QuickHelp from Altura Software (http://www.altura.com).

Their Mac-based compiler can accept your RTF, BMP, and SHG files without any conversion and produce a Mac help system that emulates WinHelp.

There's also an API for doing context-sensitive help.
